- Inaugural Draft:
The WLFL Start-Up Draft will take place on Fantrax once the league is full. Each team will have 31 draft picks. Each individual draft pick in each of the 31 rounds will determined randomly using random.org.
With each pick being chosen randomly, it is possible to have either multiple picks in a specific round, or none at all in a specific round. Draft picks can be traded up till the start of the Start-Up Draft. You are not required to have 31 draft picks in the inaugural draft. However for each draft pick acquired after your 35th pick, you will lose a rookie draft pick in the order of 4th round, 3rd round, 2nd round and 1st.
Each player will receive a contract for the spot they were selected and then you will get to decide how many years they are signed for.

After the start-up draft is completed, you will then have the option to decide how many years each player will be signed for.

- Rookie Draft:
The four-round NFL Entry Draft will take place every offseason. This draft is for players who were eligible for that specific year's NFL draft and have been drafted, or signed as an undrafted free agent. For the 2020 Entry Draft, the draft order will be determined by total team cap hit from the inaugural start-up draft. For example, if after the the inaugural start-up draft the Lions have the smallest cap hit at $95M and the Panthers have the highest at $150M, the Lions will have the 1st overall pick and the Panthers will have the 32nd overall pick in the inaugural NFL Entry Draft.
The tiebreaker procedure for the inaugural rookie draft will be as followed:
If two (2) or more teams have the same cap hit following the inaugural startup draft, the lower pick will go to the team with:
Least amount of 1st round picks in inaugural draft. If tied,
Least amount of 2nd round picks in inaugural draft. If tied,
Leas amount of 3rd round picks in inaugural draft and so on...
NFL Entry Draft picks can be traded upon the conclusion of the inaugural start-up draft.
For future seasons, draft order for non-playoff teams will be in the reverse order of the final regular season standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish).
The rookie draft will not be a snake draft.

Injured Reserve:
If a player is listed as Out (O) or on the NFL Team's IR/PUP, he may be placed on IR and will not count towards the 40 player active roster limit. All IR players do not count towards the salary cap. Suspended or inactive (not having a team) players cannot be placed on IR.

The playoff format will follow the IRL NFL playoff format.
Playoff Seeding Tiebreakers:

3. Team with highest RB + WR points totals (Only RB's and WR's used in 16 matchups will count)
If three or more teams are tied for a playoff spot, the H2H record tiebreaker is skipped
- Trading:
The rules committee will consist of 7 league members who will be responsible for voting on rule suggestions and trades.

If a trade reaches four approvals, OR has more approvals than vetoes after 24 hours it will pass. If a trade reaches three vetoes, OR if there are more vetoes than approvals after 24 hours, it will be vetoed.
If a trade involves one member of the RC, the numbers stated above go from four votes to three. If it involves two (or more) members, the number would go to two.
RC members may only change their vote after asking one of the commissioners, and receiving their permission.

- Salary Cap:
Salary Cap will be $160,000,000
You are not allowed to trade for any sort of salary cap space.
- Free Agency
Free agents can be bid on on ProBoards under Transactions -> Free Agency -> whatever position.
Free agents will be auctioned off, meaning every team has the chance to acquire a free agent. As in an auction, the highest bidder wins. However, to win the auction, your bid must stand the highest for at least 24 hours. You may NOT cancel pending signings. You must accept the signing, and address any issues after it is official. Players are only eligible for free agency if they are signed to or have their rights owned by an NFL team. Free agency will close upon the conclusion of the WLFL Super Bowl, and reopen at a date or be determined after the conclusion of the draft.
The minimum bid is $500,000 and there is no maximum, the max number of years you can bid on a player is 4.
Remember, the per-year salary over the life of the contract remains constant for every drafted and signed player.
When bidding on UFAs, you must multiply years by cash. For example, 3 yrs @ $800,000 (multiplied it's $2,400,000) would beat a 1 yr @ $2,300,000 (multiplied it's $2,300,000) offer. You must out-bid by the multiplied total of $100,000 for it to be valid.
You can not bid on more players than you have open roster spots. For example, if you have 38 players on your roster, you can only have the high bid on two UFA's.
The only RFAs in WLFL will be players who are coming off of Entry Level Contracts, issued upon their Entry Draft position.
During the offseason, teams may tender their RFAs or let them become UFAs. The team that owns the RFA player has the right to match the winning offer and retain the rights to the player. If the offer is not matched, the new team will acquire the player and must provide the original team with draft picks (where applicable) from the current year's draft as compensation.
A thread must be created for each tendered RFA.
PER SEASON COST:
$500K through $1M = 4th round draft pick
$1.1M through $2.49M = 3rd round draft pick
$2.50 through $3.9M = 2nd round draft pick.
$4M through $5.49M = 1st round draft pick.
$5.50M + -- 1st and 2nd round draft picks.
In order to bid on a RFA, you must own the compensating draft picks for the current draft year.
If you own two or more of the same round, then the team losing the player selects which pick they want.
RFA bidding will follow the same format as UFA.
Teams MAY NOT bid on their own tendered players.
Once a player is won, tendering team will have 24 hours to decide if they will match or take comp picks.
If a tendered player does not receive a bid within 48 hours of the RFA window opening, the tendering team can sign the player for either 1, 2 or 3 years at 150% of their previous cap hit.
- Franchise Tag:
Teams may franchise tag one UFA each season at 115% of their previous cap hit. A player may receive the franchise tag a maximum of 3 seasons in a row. If a player is tagged 2 years in a row, then he must be paid 130% of the current year's franchise tag. If a player is tagged 3 years in a row, then he must be paid 160% of the current year's franchise tag. If the players previous contract year is higher than the franchise tag price then the team must pay that same percentage above their previous contract.
Example: DeAndre Hopkins previous year contract is $15,000,000, his FT1 for the following year would be $17,250,000, FT2 would be $22,425,000 and his FT3 would be $35,880,000.
The deadline to use your franchise tag will be announced at a later date. It will come during the off-season, once all vacated teams have been replaced.
- Contract Extensions:
Teams may give one contract extension per season to a player with at least one year remaining on their contract. If a player is a pending UFA then they may not be resigned and must go to FA. The extension may add up to 3 years onto the contract, at an increase of 150% of the player's highest paid year. A player may never exceed 6 years in contract length from the time the contract is signed, until the conclusion of the extension.
For example Tom Brady is set to become an UFA in 2022. Prior to the conclusion of NFL Week 17, Brady can be given an extension for up to three years. If his cap hit was $7,000,000 the cap hit for his extended years would be $10,5000,000.
Contract extensions CANNOT be traded.
YOU CANNOT EXTEND BEFORE A PLAYER'S RFA YEAR.
The deadline to use your contract extension will be announced at a later date. It will come during the off-season, once all vacated teams have been replaced.
- Team Options:
A players' team option can be accepted or declined any time after the completion of his rookie year and prior to the league end date of the player's final year before the option year. Once a players option has been exercised, he can then be extended following the contract extension guidelines written above.
For example: Mac Jones a rookie in 2021 has an option year in 2025. Any time after the 2021 season and before the completion of the 2024 season, Jones' option can be exercised or declined. If exercised, Jones can be your yearly contract extension in 2022, 2023 or 2024.
- Waivers
Teams can release a player to the waiver wire and other teams can submit claims for the waived contract. Players waived by a team will remain on waivers for 48 hours. Once a player clears waivers, they can be bid on as a UFA.
If multiple teams place a waiver claim, the team with the best waiver priority will claim the player and take on the original contract. The inaugural waiver wire order will be the opposite of the inaugural NFL Entry Draft, and from there each season's starting waiver priority is the reverse order of the team standings from the previous season (matches that season's draft order).
If a player is not claimed by another GM within 48 hours, the original team will receive a cap penalty worth 50% for each season remaining on the contract.
- Amnesty Buyout:
Amnesty buyouts will work as follows:
-Every current owner will receive one (1) amnesty clause.
-Every new owner that comes into the league will receive one (1) amnesty clause.
New owners who come in during the season have 14 days from the time they join the league to use their New Owner amnesty buyout. New owners who come in during the off-season have until the start of Fantasy Week 1 to use their New Owner amnesty buyout.
If you would like to use your amnesty buyout on a player, you would make a thread under "Termination Waivers," saying you are using your amnesty clause on him.
This amnesty clause can be used to release any player on your team, at any salary, with no cap penalty. If the player is claimed, the claiming owner assumes the player's entire contract / salary. Even if the player is claimed, that will count as the waiving owner's one amnesty.
If the player goes unclaimed, he will become a normal FA to be bid on.
Amnesty clauses are not tradable. Once you've used your amnesty clause you will not receive another one, so be smart about it.
- Retirements
If a player retires while they are on their inaugural contract in this league, then the owner can release the player with no cap penalty.
If the the player retires while on a WLFL Free Agency contract or a WLFL contract extension, then the owner can release the player, but they would have to pay 50% of the cap hit for every year left on the contract.
- Transaction Effective Dates
To avoid any confusion, transactions will be effective as follows:
- Roster changes are effective when you make them in Fantrax. For those changes that you cannot make on your own (i.e., winning a player in free agency; winning a waiver claim; etc.), the move will be effective when the Commissioner processes it OR you send a DM to the Commissioner in ProBoards stating the details of the transaction and that you want said player in your starting lineup effective on date mm/dd/yy and who the player replaces in your starting lineup. Player(s) involved in the move cannot have had their game(s) started yet for that week.
- Trades are effective after they receive enough approval votes in ProBoards from the Rules Committee and are processed by the Commissioner. If the trade receives enough approval votes and has not been processed by the Commissioner, both teams involved need to send a DM to the Commissioner stating their preference of when said players should be in their active lineup and who they are replacing in the active lineup. Player(s) involved in the move cannot have had their game(s) started yet for that week (if ANY player in the trade had their game played already that week at the time the trade gets processed, the entire trade becomes effective the following week).

We hold every member to a very high standard in this league and if you step out of line one too many times penalties WILL be handed out, NO EXCEPTIONS. We are all here to have fun and play a game. There are various infractions for which you can be fined which include, but are not limited to,
-Failing to update roster regularly
-Causing a disturbance within the league or chat room
-Going over the roster limit
-Going over the salary cap
-Breaking ANY rule stated in these threads.
Penalties can include but are not limited to
-Reduction in salary cap for season(s)
-Loss of draft picks for season(s)
-1 week suspension of a key player on your team (at Commissioner's discretion)
-Removal from the league
CHEATING/COLLUDING WILL NOT BE TOLERATED. ANY PARTY THAT IS FOUND TO HAVE ANY PART IN CHEATING WILL BE IMMEDIATELY BANNED FOR LIFE. DON'T CHEAT.
